Definetly The witcher isn`t based on Fallout, this game base on books and novels first published in 1986. From games influenced by Fallout it`s a mod for Heart of Iron II in Fallout Univers (but this is a strategy game). From RPG it may be Fall of Gaia (but has real time battle system).

Nice to see living people in old good Europe (in Fallout of course). Your goal is quite impressive, I hope You`ll finish this mod :)

The problems with sniper rifles is much deeper that it seems. FPS games (NV is a mix of RPG and FPS) have big problem sight range (how far You see in game world) - this caused mainly by hardware issues (resolution - graphics card, processor power etc.) Due to open world in NV this problem...
