I want to see something attached to the existing game, like expanded cities with more quests etc. The main reason I disliked FO3 DLC was their distance from the capital wasteland, they felt like different games or "dungeons with loot" instead of additions. Just my 2 cents :).

You could honestly go with 2 per and 5 int, since you're not ranged, and you would get a much bigger advantage. P.S. If it was Fallout 2 you would be unable to speak normally with INT2 and CH1... I miss those days :P.

Could you spoiler what do you mean by "not everything"? There could be those open quests, if you want some minor faction to show up in the ending you should either destroy it or finish its questline.
