Because most smartphone users only want to pay a couple of dollars at the most for their apps and games. How many would have payed 50$ to play Fallout 3 on a 5 inch screen without mouse/keyboard or any mods?
Actually Oblivion and later games do take witnesses into account.
They just had a minor bug in that animals were considered witnesses too.
I think they found and fixed that bug some time after FO3.
I think players seriously under-estimate how much time and effort it takes to do a full conversion.
It has been tried since Oblivion came out and so far none of those conversions has become complete.

A lot of armies around the world had infantry fitted with bicycles until they got replaced with cars, motorcycles or armored vehicles.
Bikes don't need to be refueled and do allow you to cover a greater distance.

It all depends on how much work they're willing to do.
They will either make something simple like Xliveless (Which I thought everyone installed anyway for Fallout 3),
or make it a steamworks-game with steam achievements and trading cards.

Well, Bethesda did pay a nice amount for the fallout name and stuff. Sure Interplay might have wished for more but they didn't seem that discontent at the time.

Bethesda did a good job to balance the justifications of both factions. In my current playthrough I went with the empire for all the right reasons. Tiber Septim did pretty well as dragonborn.... ;>

High level encounters are a bit boring unless you install mods. Just like in FO3/Oblivion/F:NV it takes ways too many hits to kill a high level creature.
A lvl 90 rat would probably bore you to death unless you nuke it with an elder scroll... about 25 times or so.

Be careful what you wish for.... other big publishers would have pushed out a couple of isometric turn-based fallout games for mobiles and surf pads if they had owned the franchise. Maybe yearly updates or in episodes. Complete with dozens of DLC packs. ;)

I seem to remember some fan discussions that Skyrim was a smaller game then Oblivion, which in turn was smaller then Morrowind. Not sure how accurate that was though.
I appreciate that Bethesda tried to make vast games like Skyrim/Oblivion/Fallout 3+. They do feel cramped though. In Fo3 you had farmers living a 2 minute walk away from a gang of Super-mutant.
