After an extensive search, I managed to locate the mark’s steal skill in the memory with Cheat Engine. Setting it to a negative value basically eliminates the catch_chance check.

I wouldn't recommend anyone to invest any points into the First Aid skill. It's also more rewarding to sell any First Aid books you find, rather than to read them. Yep, the skill is that horrible.
I also remember that Chip wasn't available in the unpatched version. His disappearance seems to be scripting related as he is placed on the tanker's map even in version 1.0 (just checked it).
Patch your game then convert a savegame where you saved before entering the tanker.
This might help; Enter the world map and select Vault City. When you're about to choose the area you'd like to enter, press three on your keyboard and you should end up on the map with Lynette. You're now in the city.
