Please look at either Restoration Project or MIB's MegaMod, the part about your game staying in german can be hard :)
So, basically the Gain Foo are treated like permanent drugs? I know that if you increase your IN with the memory module you do get the additional skill points, so maybe there is some workaround.
Increasing the view is impossible with FO as it will produce a load of bugs. Timeslip made some nice work with fallout, by making it run in a window with possibly some filters applied making the game look very neat (but very blurry for me :) ).

Can anyone with the Klamath Canyon problem kindly post here if the problem with his game was fixed with the art_cache_size? I have some doubts about that problem getting fixed in this way, however i need someones confirmation, and a savegame or maybe even his/her FO2 version if the crash still...

Well, don't sweat, as i've already done the work in checking numerous FO2 releases, including DVD collection releases and such. Thats how file after file i arrived at the .cfg.
The question is, will other "unexpected" errors get fixed by this.
If the elevators are working, then nothing is missing :)
Its nice to hear that it worked for at least one person, hopefully this will also fix the infamous klamath canyon bug, however i have doubts about that since i just could not reproduce it.
