I think it would be better described as a “western” accent. Everyone in the western half of the U.S. used to talk like that as recently as the 1940s. It’s kind of dead now, overtaken by the standard American accent of west coast urban areas. But some older rural folks still talk that way.
I suppose that works if we just don’t think about it too hard, which is fine. But it’s nice to have some vague rules in place to restrain future game designers from doing shit like “everyone became a radiation zombie after the bombs dropped so the player has plenty of zombies to shoot”. But...

Perhaps the movie “The War Game” from 1966 would be a good example, but to be fair I’ve never seen it. “Threads” is similar but takes place in the 1980s.
I actually think it looks fine (the concept art at least). Seems like it’s designed for industrial use. I imagine it would provide more protection but be slow to maneuver.
