Well I suppose if people wanted to help they could start making the towns and npc's, and skinning the weapons etc. from Fallout 1. These changes are modular so even if the mod fails, the work isn't completely wasted. Then we could draw up a design for exactly how to tie it all together...
I agree with eviltwin, don't try to hack FO3 into FO1&2's combat system, you should embrace the new engine and combat style as any attempt to hack it into being purely turn-based will just result in an amateurish buggy failure.
I'd either leave the combat alone, or make it so you take more...

I like the idea proposed earlier of being able to join the raiders, etc. - perhaps not as alternate start to the game but at least have some quest lines where you can join the raiders or mercenaries, etc. kind of like the vampires in MW.
Okay, I think the themes of Simms as an amateur sheriff, the CotA protecting the manual, and increasing the effects and difficulty of the quest are good.
But what is the motivation for Tenpenny in wanting to detonate it? He seems far too sensible to be a CotA member, perhaps he thinks they...
ATM, I think Power Of The Atom is a great quest but it is a bit too short and easy.
Here are my basic ideas:
-Add a pre-requisite quest to both Lucas Simms (Sheriff) and Burke which you must complete for them to trust you. [Any ideas on what these should be that would make sense?]

That is a great idea. With a little bit of work on making the faction-joining smoother (perhaps add some related quests), it could be an incredible improvement.
Yeah, I absolutely agree with you on the changes. I hate the leveling system (although I do think it needs areas of varying difficulty through-out the game [setting it to 1 doesn't necessarily achieve this]). And I think the VATS slow-mo is good (I'd slow-down combat outside of VATS and increase...

One of the difficulties with the new engine is that it can't support too many actors at once although Oblivion had larger towns...

It's a shame the guy only plans to make Vault 13 and 15 but at least it's something I'm sure others will be interested in making the whole of FO1.

How about adding some UI mods - like ability to add notes on map, sort inventory better, larger inventory screen etc. Although this may make it incompatible with consoles (can consoles even use mods though?)
Yeah, it'd be better if weapon spread and VATS accuracy were tied to weapon skill rather than just damage.

Perhaps, but Interplay's Fallout is dead. I think Bethesda have done quite a good job in reinvigorating the series, think if EA or something had bought it - we would just get stale GoW style shooters.
