Why was the GECK radioactive in Fallout 3? Why was it so hard to get, in a special confinement facility? In Fallout 2, it was in a locker. You picked the lock or asked the deathclaw nicely, and picked it up yourself, no supermutants involved.

Some mutants, but not many, could have been a good thing. In the time since fallout 2, scavengers could have gotten ahold of FEV, replicated it, and sold it as a drug. Cults of genetic superiority could arise. The occassional super mutant could lead a whole band...
But how would they do that? I ended that game with nearly every skill maxed (left out unarmed, bigs guns, demolition, and some of the others were only close to maxed). Granted, I started the game with ten intelligence and I guess not everyone does that, but still. By level 20 your combat...
This I think is the real reason why forging wouldn't fit in the game as it is. Why go through a great amount of effort to craft a chopping weapon when the world is littered with assualt rifles? Adding more melee weapons needs to be done in tune with a reducation in advanced weapons. We need a...
Actually, my first day comprised of killing a giant scorpion, finding an ex hooker who gave me some puzzling bottlecaps not to snitch on her, finding megaton, and using those bottlecaps to sleep with the current on the job hooker. But yeah good idea anyway. Also, wasteland herpes.

Why is everybody arguing about swords anyway? Those are already in. We don't really need to establish if blacksmiths can make swords, because they have a backstory with Chinese officers or some such.
I agree that running around with a shield all the time is a bit too oblivion. At the same time, I'd laugh my ass off if I saw a supermutant with a hubcap or a stop sign as a shield, and I think it would fit.
I don't know about you guys, but I see the supermutants as more the medieval type...
