What's so bad with the level of tech. in FO2? I felt that, and it seemed like the tech was limited to small areas/groups......maybe around 10-15% of the population had such tech(Vault City, that ghoul town, etc.) AND knew how to use it fully, after all. I think it'd be funny to see how...
