I was initially skeptical about having the NCR and Caesar's Legion involved in things once again, but once I read the narrative that you have in store for the latter I was sold on the idea. I also like what you had in mind for the Texas Brotherhood of Steel.
I think that might be your problem. At least read up on the lore of the previous Fallouts and become familiar with the canon if you are going to do something like this

This was very good, I enjoyed reading it. I also read up on BOS and BOS 2 and I like how you integrated some themes from those games into the story. The only suggestion that I would make would be that it would make more sense if the main character was a slave that has been with Caesars legion...
