I think it's because people aren't comparing it to new Vegas and aren't looking at it as an rpg. Fallout 4 is not an rpg, it's got a terrible story with terrible factions. In my opinion the lack of choice and the lack of influence in general destroys the game. Many aspects are just terrible...
