Hi. This is actually a reference to the Snow Cow herd on Darker Realms LPMud where Fallout designer Tim Cain used to lurk. The Snow Cows served no purpose other than to bumble about and mutter, "moo, I say, moo." They were created by a drunken god, and presumably laughed at by a tipsy Tim Cain.
