So do I put the DATA file in the Fallout Directory? The mod came with a buch of other files, like older versions and such. I just dont want to clutter up my directory with files that dont really need to be there.

Appearantly Sduibek created a mod for Fallout 1 that restores endings that weren't in or bugged out of the Bethesda release of the game. Appearantly this includes the cannon ending of FO1. I checked the mod page here on NMA and both the Modb and the github mirrors for the mod had been removed...
