The last quest of the main quest was extremely lazy, the final "boss" is able to be killed with a single shot (you dont even have to fight him if you use speech) and the ending was just there to quickly round up the game.

Ya the only reason they kicked you out was so the developers could pull off a reference to the ending of Fallout 1.

I do recall there being Fallout shelters in the late 50s and early 60s, although it never looked like the vaults in the games however.
