Is there a way to make ammo effects apply in a certain order? I'd like to make system of damage threshold piercing and zero damage bleedthrough with DT (.44 Magnum completely ignores low tier armor, but may be negated completely by, for example, power armor).

I feel like there should be a very clear distinction between both, and while they do intertwine a little bit (Charisma does add a little bit to Speech), they should have their own functions. Just because someone is very likable it doesn't mean they can present a good argument, and vice versa...
I'm currently creating a very large mod that rebalances the whole game*, from skill/S.P.E.C.I.A.L. checks to combat. I've been trying to figure out a way to distinguish Charisma and Speech checks but I've been having a hard time defining the meaning of both things.
