Can you maybe try a manual install, as described in the stickied thread? Also, look in the master_path and critter_path sections of your fallout2.cfg (open with Notepad), they should either point to an existing file on the hard disk, or a path to the file on the CD.

You'll need to make sure you have a DOS version of fallout.exe
