    Eventually, but not by the time the game takes place, so it makes sense that they get some resources that way. Also, it's a wild wasteland out there, people get killed and disappear all the time without explanation (that's why the Deathclaw is treated as a myth by the people in the game)...

    I thought about this for a bit and the only possibility of it being right is if there are some random encounter enemies named Mindless Ghouls, but I spent 30 minutes traveling all around Necropolis on the world map and didn't get any encounter like that.
