Well I did the emperor killing quest for Hubologist so the shi people got mad so cant get fuel from emperor.. but before that I did the quest to kill Badger for hubologist so that pissed off the oiltanker people...>.< But I am going to try that Vikki thingie EDIT: Okay... Dave dosent have...

Okay... I am screwed with the game if I cant get to enclave with vertibird... I did quests for Hubologist so the Shi peeps are pissed off at me... so cant get any fuel from them... so are the oiltanker people... Oh and this mod is AWESOME!! Thanks for it!
