The Legions can be portrayed as cave-dweller barely got access to iron working. Similiar to the Barbarians in Battle Brothers game. Their iron equipment are cold-worked, they are fully nomadic, almost know no agriculture, and they desperate to find real perfect place to settle down.
But personally if FNV is Medieval setting, almost no factions have access to horses/cavalry which would make the setting pretty much Bronze Age in feels.
