I recommend VTM Bloodlines with Wesp5 patch installed (a must have) and Age of Decadence, in one side the combat is very challeging and on the other side you can actually play the entire game without any fights.

Caesar doesn´t specify what chapter it was. It could have been any unknow chapter that used to reside further east before the legion took over. Maybe there was an Arizona chapter?

Veronica talks about a chapter having it´s own civil war. Probably Lyons brotherhood and the outcasts.
