I´ve done the Navarro run in a few saves but to be perfectly honest having power armor in early game isn´t necessary at all. The only place I can think it would be really necessary is vault 15.

In new vegas the geck isn´t a mcguffin so its not like there was a point in it showing up, and F4 is F4, I don´t expect beth to be able to keep consistency.

Maybe it´s standard procedure for all vaults, like a must have list. Must have a geck, must have a overseer, must be underground etc...

I disagree. Her role could have been played by any other bos npc and she doesn´t do anything important besides shooting, and the run to the purifier is pointless because of liberty prime.

Bethesda probably forgot she existed (since she´s just a generic NPC), suddendly remembered in late development and just wrote a footnote about what happened to her.

Yeah, excluding tactics weapon would have been better. They´re reduntant compared with the rest of the weapons from the mod.
