Exactly, it is just an optional tool the player can use. Realtime w/pause games do not have two combat systems, being able to pause the game and queue up actions is just an option available, the same thing can be done in real time. FPS games with auto-aim don't have two combat systems either...

Unfortunately Fallout 3 is not a Fallout game, it is not even a good game, it is an unfinished elder scrolls game that is worse than Oblivion. For some this is somehow great. For some it is somehow Fallout because it takes place in a nuclear wasteland full of Bethesdian elements with Fallout names.

Yes, steam is plagued by this. I imagine most online games are as well but steam is the worst in my experience. At least you can disable voice in steam.
