well the ncr had power armor troops at the dam and it didn't help them too much. At a point, sheer numbers would overwhelm the bos I am afraid.

not truly arguing that, but I haven't had any real significant trouble with combat at a luck of 1 then I did at 10. It takes a few more shots, but generally no sig threat increase. The ones that would kill me with a 10 pretty much kill me with a 1 and don't if they wouldn't.

you can just kill boxcars and you fail the quest. though I have learned killing boxcars has other repercusions regarding getting later quests.
