I can get on board with the helmet effecting perception, but not VATS. VATS (imo) is all that stops it from being a FPS first and an RPG second, if PA neuters VATS to the point of it being ineffectual, then i cant really see how its not a FPS first and RPG second.

So thats why all the BOS soilders didnt wear helmets. Because they wanted to be in an RPG and not a FPS!

The only way i can visualize this is that its a kind of Max payne type view, where really it is just a vanity camera, and its FPS. For a free camera to work, i would have thought the cross hair should be independent of the character, something like the witcher.

I liked fallout Oblivion just bored me (and felt nothing like fallout in mechanics). Just call it a spin off and stop trying to delude either yourself or your customers. Also, this isnt really news.

I suppose it depends how its handled. In stalker for instance it was just a pain, i suppose if done right it can be an interesting gimmick, otherwise it just becomes uneccassery micro management.

Replace action points with mana, and your basically describing Guild wars PVP (to an extent). It could work as long as you get the pace right.
