Absolutely. It's up there with Morrowind and Oblivion in the greatest games I have ever played. Bethesda did a great job and I eagerly await Fallout 4.

There are some issues (the vampire quest broke for me and I ended up having to kill all of Arefu) but there are some excellent quests too like the Blade Runner one (much better than the side-quests in Fallout 1+2 bring X A's to B). And btw, it is the Colonel who tells the soldiers to kill you...
