There's not just one subway entrance into the DC ruins, and most of them aren't even locked. Simply find an alternate route by exploring the edge of the ruins until you find other subway entrances.

At long ranges? I'll have to double-check, there may have been some other reason I saw a change. I had modded my skills to max and was aiming across the length of megaton. They weren't particularly *good* hit chances in any case.

I'm fairly certain it does affect accuracy at longer ranges. I messed around with my character's perception via console and did find better percentages in VATS. I would hope this translates into real-time accuracy improvement as well, but I'm not certain.

This is likely scripted. There's probably a script running when you activate objects to see if it's on the list that you should be using when you are a child. If not, it's not going to let you. I'm not sure there's any way around this at this stage, as I doubt there's any good tools for editing...

I'm sure it will be easily modded once there's a CS out. Until then however it would likely be difficult to add tracks. Replace them, possibly using the same file names and invalidating older files, but you'd need to find the file names, obviously.
