    You should be able to pick it up, but it won't help you, as you need Power Armour Training and that necessitates going through the main quest.

    No it's not. Generators don't last forever and certainly not without regular maintenance. Chernobyl - Not thousands. The ones who died directly from chernobyl are the ones who went SWIMMING in the reactor to try and solve the problem. And we're not saying humanity is supposed to be back on...

    I liked the "Make a fallout homage using Silent Storm" suggestion. No fear of a lawsuit if you don't use anything that is under IP (You can't IP post-apocalyptic wasteland), and then you could really argue 'by gamers, for gamers' again, not 'by corporate tools, for profit'

    That's the real kicker: Everyone is so goddamn NICE. It feels like Bethesda thought that by sprinkling the term 'asshole' around, it'd have that authentic wasteland feel, but there's no sense of everyone being purely out for themselves and their own, screw outsiders.
