Chemistry journals was Fallout1 quest item, they are useless in F2.
If you could go up to 120% with books, then there wouldn't be any reason to use skill points on these skills at all.
BTW, currently max is 91 or 92 depending if you have the skill tagged or not.
Try running fallout like that:
xinit `which wine` /path/to/fallout2.exe -- :1 -depth 16
replace /path/to with the real path and do NOT replace ` with '.
Also have you tried the latest wine version from:
PPA for Ubuntu Wine Team
Last time I checked, even after installing .net (which wasn't really straightforward) 99% of .net apps didn't work anyway, but you are right - it's not worth the effort.
Sorry, assumed that it will be free because both mono & monodevelop are free.

Just wondering: have you ever tried Mono? You could make this app cross-platform if it worked with mono :)
They have Visual Studio add-in and Mono Develop IDE which uses Visual studio projects/solutions.
PS: I know that mono windows forms implementation is far from being perfect...
Small bug I found:
When starting new game select Chitsa, then press "create character". Result: it says male, but you get a rotating picture of female and changing from male to female doesn't do anything.
Question: In ddraw.ini there is an option to activate "Glovz's Combat Overhaul Mod"...
