Sorry if this was brought up before, but I just watched the intro to FO again with the sound turned way up- you can hear the TV sounds faintly through the 'Maybe' song. Anyone know what it is saying?

Why does the Pipboy look so beaten down? I know it fits the atmostphere and everything, but shouldn't it have been in the vault the whole time and been preserved with all the other stuff? Unless there was something I forgot about its origins...
