i saw this car today and thought it looked alot like the one from fallout, the area too looks like a place youd find in fallout, except for the other cars nearby

Hi, I thought I had been saving my perks each level by not using them, so I could pick them later in the game, but now I just tried using them and it only allowed me to pick one. Did I loose all of them?
