What do you mean not location-specific? His "Consult the spirits" lines always fit in the town/village/whatever they're on. Like...Vault City: "This one is not the one, but it helps to be the one"...referring to Vault 13. It's not V13, but helps you reach it.

This may seem dumb on my part, but...is there any place with a mirror on the wall? "Seek a reflection of yourself. The pathway will open before you" could be referring to that. "Lifting rocks will find more than slugs" refers to blasting the entrance, I guess. About the rest, I have no idea.

Which political power do you prefer? I didn't include the Enclave because, although being commanded by the "President", has no contact with the rest of the territory, and is more focused on military actions to "cleanse" the wasteland. You could select "New Reno" and pick one of the...

Well, I've played this game numerous times, I just wanted to check, because on my very first play-through I remember getting this perk and not seeing the effects. Thanks for the explanation.

I've gotten the Swift Learner perk before going to rescue Smiley on the Toxic Caves... ...I know you NORMALLY get 1000 XP for getting him out of there, and technically, with 1 level of "Swift Learner" you'd get 1050 XP. But I didn't. Does this perk work at all? My Fallout 2 is on...
