Still Mildly Glowing

So, i have an idea for a game, I want it to be fallout-like, but i have some really cool ideas on making it truly RPG.
First, the most complex of my ideas. There are character sets instead of default characters. This makes for a completely random set of actions throughout the entire world, heres an example
Character Set.
There is 1 character whom is the quest character. This person is the initial person that sets up the quest, or adventure, that is going to go on in the game. No matter how complex the quest is, from finding a lost book to freeing slaves.
Then there are all the people involved in the quests, whos names and locations in a city are picked at random according to a few absolutes.
The trick is that in the programing there is no set name or location for this person. Once a player character enters a town the computer generates characters at random, using character sets. But towns can have specifics, like
Raven - City of Destruction
Must have 1 militant group
Must have 2 government groups
Must have 5 quest NPCs as civilians for small quests
Must have etc....
Now, for the option of militant group there are spaces to fill in the city.
The city has (3) - this is an absolute for the city of Raven - military buildings that will be involved in military related quests. The city also supports a level (3) weapon system for these people (Which is many large guns and some small guns, lots of ammo, normal metal armor). So, the results of this could be
Raider-like group, with metal (the shiney) armor, and some SMGs and pistols.
or
BOS-like group, with metal armor, some SMGS and pistols.
or
Relegious-Army Cult-like group, with metal armor, SMGS, and pistols...
Each of these groups fills a certain area. there are 3 buildings so there are 3 groups for these.
For the Raider selection there is
Leader's Station
Peon Station
Prison
For BOS there is
Leader Station
Scribes
Tech Station
for Relegious there is
Leader Station
Praying Hall
Cult Transfermation (Brain-Washing) Station
WIth all of these groups there are different levels of quests that can be done. All pre-planned quests that just need random character locations and their names. This is all fill-in-the-blank programming.
The only absolutes in all these sets are where the buildings are located, each group has their own buildings at certain levels of power. Since Raven is a destroyed city, all the stations will be the almost destroyed models of these buildings, instead of the medium level of tech and there is also a perfect level of tech.
So for example, lets say there are Raiders controlling Raven. So for the raiders you have the possiblities of...
Join Raiders
Help Raiders
Destroy Raiders
Avoid Raiders
All of these have different results. If you join Raiders than raiders in other towns will help you, so you might want to know who is where.
If you Help them, you just get the points for doing their quests.
If you destroy them, a new military group that isnt the raiders will establish themselves here within... a month, week, something like that
and if you avoid raiders they will either take over Raven, destroy Raven... or something like that (We dont want you to avoid the Raiders, thats no fun... but you can if you really want to)
So... Lets say with these raiders there is a quest where you need to find Smithy and convince him to go someplace so the raiders can kidnap him for ransom... or kill him, something like that, it doesnt really matter...
Now, the city of Raven has (30) other buildings where Smithy could be. He is randomly put in Building 16, and Building 16 is randomly made into Henry's Private Pub...
So, now you have to find a way to get into, or join, Henry's Private Pub, in order to find Smithy...
This increases the need to interact and learn from the environment... and it also increases the difficulty in using any sort of walkthrough... Walkthroughs would be something like this...
Well, If you find the leader of raiders, and they give you a quest to kill someone, you'll have to find a guy that says this and this, once you find him, tell him this and this, or this, and he will do this.
=) This idea is pretty complex, but its just to increase the actual role playing in the game.
What do you people think?
