Yeah, FO2's story really sucks, and messed up the Fallout universe, IMHO. However, in FO3, if there is one (oh god I hope there is one), I believe it could be explained as this: the Enclave was not REALLY the remnants of the old government, they either just thought they were, or knew they weren't but were lying about it. They discovered information about the vaults, and made that whole elaborate scheme & story. Or something like that. Besides, the government wouldn't be at the oil rig, since it was the center of controversy (since it was the last oil reserve known of in the world) and would of had been the first target for takeover by the US's enemies (which was pretty much everyone at that time, minus annexed Canada, which technically was part of the US anyway at that point). The old government would have been at Washington, D.C., or at NORAD (Cheyenne Mountain Base, near Colorado Springs, Colorado) if they had time to evac once the nukes started to fly. If today there were a nuclear war, the president would be immeadiately evac'd to NORAD, since it is under a mountain and therefore much safer than pretty much anything else. Of course, if FOT is to be considered canon, NORAD was turned into Vault 0, though it still would have been the place where the president would have been brought since it was the head of the Vault Network. Unless the president couldn't evac to there in time, then he probably would have tried to get to the Washington, D.C. vault (assuming there is one, which there probably is). Oh, and when I have said president these last few sentences, I meant the president, his cabinet, the joint chiefs, congress, the supreme court, etc. - basically the leaders of the government.
This all brings up an interesting point: FOT contradicts FO2. If the Vaults were an Enclave experiment, then there wouldn't be a head vault to coordinate the Vault Network. Unless, like I said earlier, the Enclave was just a group of delusional fools.
As loathe as I am to admit is, FOT seems to make much more practical sense than FO2, and I believe it would make a better "actual truth." Well, minus the crap about the calculator, that was really stretchin' it. I mean, if the vaults were gonna try to kill everything, then why was Vault 0 the only one with robots and weapons?
In the perfect Fallout universe (at least in my mind), the Enclave was not really the old government, and Vault 0 does exist as head of the Vault Network, but the rest of the FOT stuff isn't canon. Maybe we can go to the real canon Vault 0 in FO3...
