The centurions on Hoover Dam seem to have some sort of bullet evasion. I have tried shooting their heads in VATS many times with 95% indicated accuracy (using up all my AP on a single centurion), and most often, not a single shot hit.
I tried this in different places, with different distances, and the effect was the same, so I don't think there may be some buggy invisible barriers. Also, I shot the prime legionaries in those places without any such difficulties.
The weapon I was using is Brush Rifle with SWC rounds. That happened both when I went the NCR route, and the Yes Man route.
Have someone had the same, or different experiences? What do you think is the reason?
Also, have someone went with Caesar, and noticed some such behavior from some NCR troops?
