I got it as a gift and the best way I can describe it is "disappointing fun".
Sure I have 50+ hours of play time, I enjoyed it but I never feel satisfied or fulfilled. I think its a combination of loading screens, lack of any real RPG mechanics and thoroughly average gameplay.
When I played Morrowind and finally overcome a changeling quest for the imperial guards, I felt satisfied, building my own house was fulfilling after completing the quests.
To this day I remember some of the characters, the quests and locations and I haven't played in months or maybe even a year. The only people I can tell you about in Fallout 4 I have dubbed "calamity jane" and "the oracle from the matrix" and "hot news girl".
Fallout 4 has so many locations that started out well telling a little story or having something interesting going on but half way through it just feels like the story writers just kinda wondered off and started working on something else.
The one new and truly interesting mechanic never really takes off or has a point. Base building feels like a half finished idea, its far easier to just spam pre-built shacks, plop some food and move on. Its sorely lacking what I would call "overseer" mode where you can tell who is doing/assigned to what, the building parts sometimes snap and sometimes dont and you have to use tricks and workarounds to fix it. Again it feels like they said this idea is AWSOME and then half way though they got bored and just cobbled the rest up and turned it loose.
On Pc the UI is abysmal and so is the performance, I wasnt able to get it to work on my triple screen setup and had to disable eyefinity. Apparently an I7 4770K and R9 390X cant handle this game because the framerate is all over the place.
Power armor has me torn, sure in my opinion it feels awesome but the balancing is all over the place. It makes you feel tanky and it makes neat sounds and I like the hud but its feast or famine. At this point I have 50+ cores and 210% core life. I walk around in PA everywhere.
It feels like another half finished idea. I think we could have done without the fusion core mechanic since it didn't really make since to me compared to the older games, on the other hand it feels powerful and it needed a balancing point. As it stands now suits are everywhere, cores last a long, long time and are easily found and bought and it turns you into even more of a bullet sponge and that leads to my next point.
Enemies seem to go from sane health pools to the point where I was dumping 1500 rounds of 5mm out of a tricked out mini gun to kill one charred ghoul, at that point it was easier to vats the legs off and beat them to death with a sledge. This could be fixed with direct 1-1 sliders of damage starting at normal. 1X-2X-3X for everyone might solve the issue.
We are shoehorned into a character that Bethesda made to fit the story they wrote, I never felt like I was playing my character I was just "dad". Thats fine for mass effect, hell its fine if your story doesnt suck and fail to evoke any sense of urgency, danger or emotion. I have no attachment to an npc(s) I have known for all of 5 minutes.
Its enjoyable, but it really just feels like the game has a lot of locations for the sake of having lots of locations, enemies re-spawn, nothing ever gets fleshed out, like the gunners or some of the locations. For every friendly/neutral NPC it feels like 9 others are ready to kill you.
Sometimes I feel like I am playing Rage or Borderlands, go to new location, open door, loading screen, kill npcs and loot, leave, loading screen. Repeat.
The entire game world revolves around the player and it shows just like a MMO.
In the year where we have seen Pillars of Eternity, Wasteland 2 directors cut, Divinity OS EE and The witcher 3 along with (from what i have seen) Metal gear solid 5, Fallout 4 feels thoroughly average. Fallout 4 isnt even as well written as Averinum escape from the pit or Crystal Souls, even Avadon is wrote better and it has a dev team of one guy.
Its hard to comprehend that the same company that produced Morrowind, a game that I have easily put over 2,000 hours into, produced this game. The only conflict in Fallout 4 comes too little too late, unlike the conflicting lines of Thieves and Fighters in Morrowind, or the houses and the lack of hand holding. In Morrowind it felt like the world didnt care about you, just another bum. In fallout 4 the world revolves around you.
You cant be good or bad, you arent locked out of one thing because of something else you did, your choices carry no weight or meaning, everyone is waiting for you to solve whatever issue they have and if you tell them no they simply wait until you tell them yes.
