Fallout 1, Fallout 2 FPS Issue

I'm on my 3rd wave of fallout playthroughs and this time I plan to play a Sneaking Diplomat. That aside, when playing Fallout on my PC, my GPU seem to render the game at 600-900fps all the time. It makes the GPU (HD 7950) work knees bent for nothing. I enabled v-sync through the CCC, used tooles to force v-sync and even used the FRAPS recording 30FPS lock trick. It seems there's no way to limit the FPS down to 60. This gets even worse with Fallout Tactics as I get 5 to 8 random encounters on every and each tile on the world map while exploring (Random encounter mechanism is bound with the FPS rate)Is there a way to control the FPS so my GPU stays cool when playing the trio?Thanks in advance!
