Fallout 2 does not register mouse clicks

First time out of the vault
Whenever I am in game, I can move the mouse around and use the keyboard but the mouse clicks do not work. But here is the thing, they sometimes work for around 5 seconds and then magically stop. They even worked for an hour at one point. It seems arbitrary and I tried everything I could find on the internet regarding mouse related issues but nothing seemed to work. I am running Windows 8 on an Intel powered (integrated graphics) laptop. Any help would be appreciated!

Edit: This also happens in Fallout 1.

Also having this problem on Fallout 1. I have not had periods of success though... literally right out of the Vault, I'm running into serious click lag where some clicks register and the rest of the time I get stuck with the little clock symbol (i.e., loading?) and no response!

I've installed both the Hi-Res patch and the latest FixIt patch in an attempt to rectify the problem, but no dice. I know it says don't install both in the FixIt instructions, but I was having the same problem before FixIt installation and I'm not having problems with the colors or resolution, so I don't think that's the culprit.

Running on Windows 8.1 with an AMD FX 8350 CPU and GeForce GTX 660 video card.

Ideas?
