Fallout 2 ending bug

Still Mildly Glowing
After playing through Fallout 2 again, I realized that I cannot get a good ending for Broken Hills. I managed to find the missing people and got Marcus to put the racist humans in jail yet I still get the ending where a war breaks out between the mutants and racist humans. Was I only supposed to find the missing people and not put the people in jail?

And what did you with that problem? You should first talk to Francis and let him go, then go to Marcus.

That's exactly what I did though. See? It's a bug in the game or something. I did everything right and it messes up
