Fallout: 2 Modding

Greetings,
So... how do you make mods? I've looked at the files in the Fo2 installation, and they're not editable by any obvious means. It's obvious to me that you can make mods, as I'm play 1.5 resurrection now, but how do you do this?

Alternatively, there is a downloads section on NMA too.
At the very minimum you need Dat Explorer, F2wedit and Pro Editor of some kind.
For scripts use FSE.
