Fallout 2 Restoration Project problem with Karl (Modoc quest)

Hey guys, I have a problem with http://fallout.wikia.com/wiki/Go_to_the_Den_and_tell_Karl_it's_alright_to_come_back_home

I don't know but I can't talk with him, it seems to me he is bugged/blocked but I'm not sure how to solve it. He is standing and I can't talk with him.

Does he have any floating text, have you done anything at the Ghost Farm or Modoc? As you can see in the wiki, it's an interlinked and cross-town quest that involves Karl.

I also believe there is a time element to it as well, so if it's too late, the quest line is closed.
