I don't know if this is common knowledge or not, but just in case someone has as much trouble with this as I had:
I recently installed Fallout 1 and 2 again, but experienced terrible performance across the board. Scrolling over the map was sluggish as hell and every option I changed in f2_res.ini or ddraw.ini didn't matter at all.
As it turns out, the NVidia Control Panel option "Monitor Technology" was the problem. Having a G-Sync compatible monitor, I of course had this set on "G-SYNC Compatible"
WRONG! (at least for these old games)
If you want to play Fallout 1 or 2 without feeling like watching a slide show, change this option to "Fixed Refresh" !!
I wasted days and a fair bit of my nerves finding this out, so hopefully I can save someone else...
