Somewhere early in the game i had t oget that shit for the car, I didn't get it but still got the car and drove it away, I got to the refiner and that other thing later on... Weeheee the car runs without parts! Gotta love Fallout...

this happens because your playing the unpatched version of fallout 2, get the patch, and you need to find the parts for the car :)
