Okay The lady sent me to take care of the problem but when I talk to harold or fetus they say the same thing over again, how do I get them to send me off to get the hydro do-hickie.

And I just found out that Vic's daughter is in vault city they had a long dialogue and supposedly her mom died.

Scratch that I fixed it but I read somewhere that gecko has a bad ending if you optimize it is that true?

Yep, just fix the reactor, don't optimize it.

The geckos and vault city live, but they don't cooperate or anything. No one dies or gets put into slavery.

I would recommend optimising the reactor, you get exp for it. Or optimise and blow it up, for more exp (if you can do that).
