Useful tool, but... I did not find any download link in Google. Do anybody know, where to download it?

Cubik never released / finished it. I still have some early version of it somewhere on my HDD, but no idea if I am allowed to give it out.

Yes, it is very buggy and incomplete. He didn't released it, because it wasn't finished.

Here is a link to worldmap editor, still unfinished/a little buggy but newer version than Lexx has:

all files must be in <game directory>/Data/Data and there must be files:
city.txt
maps.txt
worldmap.txt

the tool make changes only to worldmap.txt, make backup of this file before run program.

Unfortunatelly, worldmap editor can not make changes to worldmap.msg
