i need help with the "I Put a Spell on You" quest.

i am told to go stake out the control tower to find out who is sneaking in late night, according to the logs on the pc next to the door, no one is going in after the early 1800 time. however the logs do not match up as it shows more than one person exiting the tower, and only one enter log, which makes me think more than one person is going in at a time.

i am having trouble with the quest marker, it tells me to go into the control tower, i do, and then it tells me to leave the tower. i am not sure what i am supposed to do, nor am i able to figure out when to wait around for someone to show up, or where to wait. does anyone know what to do for this quest?
 
Hide on the airstrip outside for awhile and just watch the tower from a distance. Eventually somebody will walk inside. Then, you follow them in and stay hidden. Then try to speak to them. I won't spoil anything else for you.
 
Wait until 12/12:30 AM, hide near the tower but try not to get caught for staying too close.
