Installation of an existing mod.

First time out of the vault
Okay, I looked through the tutorials and faqs, yet I only found how to MAKE a mod, first I am no where NEAR tech savvy enough to make one, but with a decent list of instructions I can probably install an existing one. I am trying to install the EPA mod, yet no instructions came with the file package...any help would be appreciated and a possible link with a tutorial on installation that I missed would also be.
