Mutagenic Serum simply WON'T WORK (might need tech help)

Well I've searched this forum for older posts about this (or a similar) problem and I found one but no solution to it, so here goes:

The mutagenic serum simply doesn't work. I get the message "That does nothing.". I've tried in and out of combat. I've tried Lenny the obnoxious mutant in NCR, Elmo the drunk mutant in Broken Hills, Grundel the hungry mutant in the Military Base, and even Marcus. NOTHING HAPPENS.

What should I do?

I've got F2se.exe in case anything needs to be modified... I don't really know what variable got messed up in order to cause this bug, though...

Help, please.

Did you by any chance acquire it using an inventory editor? In that case I don't think the proper script will be attached to it.

No I did not... Dr Henry gave it to me... But I did not use it right away, I waited a LONG time to try it (time during which I completed all the other NCR quests...)

Any other ideas?

hm... try to mark quest as completed (through save editor) then acquire a new one serum (old drop out)

Question: to acquire a new serum, I would have to mark the quest as completed and then revert it to a "never heard of quest, not started yet"? (otherwise he wouldn't give me a new serum now, would he?)

no, he gives you a new one after previous one was used too. that quest is multi-pickable, if i don't forget

He will only give you one in the unofficial patch version anyway.
Magellan, set Global var 237 to 0 and you'll start the quest from scratch.

That's exactly what I just did, and it worked!!

I threw the old serum away somewhere in the wastes, and set the quest GVAR to 0. The quest was started from scratch - Henry gave me a new serum. I saved and tried it on Marcus - it worked!! So I reloaded and used it on Lenny. Merk hates me now, but I just avoid him (I have no business with him. Bastard sold me a fake map. --- I wish I could kill him with a good reason without the whole bar going against me)
