Then again I'd personally love to see Fallout 1 or 2 recreated with the new engine, could be fun.
FO1 / 2 would be an interesting recreation to be done with updated graphics and engine.
I personally would like to see a return to form with turn based die rolls for combat (including damage listings *Raider takes 35 damage* *Raider's Left Arm is crippled*
*Raider Drops Super Sledge*
*Raider offers you a Cold One and a truce*
I personally think that DC is an interesting setting for the Fallout Universe, I'd like to see other areas explored though (maybe New York?) I'd also like to see a burnt out Pentagon (Complete with government secrets! and every box has a prize!)
A good start though would be to just fix up FO3 with some of the following features:
Deeper Dialog Trees with more branches to allow a larger area of good - neutral - bad, with many choices ending up being good intentions that go bad thanks to human error or greed.
Fix DCs geographical layout being wrong and make it more in tune with the real DC (not required to be exactly the same per-say just no blatant disregard for architecture and layout of the city)
Alternative sources of power / energy / life styles. Too many places have working lights or running water. I'd love to see the return of the flare and some wall torches.
True consequences, I.E. you can't save everyone all the time every time. Sometimes saving one group of good people may in the end mean the loss of another group of good people. Also the return of the ability to kill any NPC despite age or storyline requirement, but rather than simply having the NPC die and nothing happen, it affects the outcome of other quests as well as main storyline sections (hopefully rarely making the game unfinishable)
Location, Item, Environment descriptions, colorful descriptions of things you were looking at, smelled, or touched were a pretty strong staple in the original FOs and in my opinion should return.
If possible, an action point based combat system affecting not only shooting but moving and enemy actions (doubt its fully possible though) even if this still leaves the game in a first person / third person game style.
Weapon Modifications, I think that with the advent of makeshift weaponry the ability to modify your weapons capability (accuracy / range / damage / firing rate / penetration) would make the ability to utilize work benches even more appealing.
Increase in difficulty, meaning a huge reduction in ammo / stimpacks throughout the game, and more weapons that are broken or near broken when you find them (wont find broken weapons on NPCs unless you shoot the weapon and it breaks it of course) Also different levels of NPCs would carry different conditions of gear, a BoS member is going to take A LOT better care of his armor and weapon that your typical raider, and a trader will take better care of the weapons he is using so he doesn't lose his merch to a couple of raiders, of course scavengers would have poorly kept gear as they are relying on things that they find, steal, or loot off corpses.
These are a few ideas I'd like to see integrated into a single mod, if everyone can come together maybe we can find some sort of common ground of things most of us want to see and work on that.
edit: Also I want to see more sensible item locations, meaning no finding 4 vacuum cleaners in one house, or finding a leaf blower inside a child's school desk. Some things I can let slide (gun cabinets inside of the library makes sense due to fortification by BoS / Raiders)
