Question about Dragon and Lo Pan - Fallout 2

How skilled do I have to be in unarmed for Dragon to let me fight Lo Pan (or vice versa)?

I'm currently at 100% unarmed and he still says I am not strong enough.

And also I cannot train with him anymore, he says that I have nothing more to learn from him.
 
125%, according to Per's Nearly Ultimate Guide. You can take the "test of skills" with no requirement whatsoever, though.
 
I tried today the quest but damage resistance disnt increase after beating lopan and all 6 trainers of the dragon.

is this a bug or a fix in killaps?
