Re-vamp the Combat System, and add more to equipment

The problem with Fallout's combat engine is simple...it's too plain. Instead of ducking behind the wreckage of a junked car while some ganger fires a burst at you, or laying on your stomach to avoid incoming fire, all you're able to do is stand there and take the damage and hope the guy shooting at you has bad aim, and that your health won't let up before it's your turn to deal out the pain.

FO3 needs the ability to interact more with your surroundings in combat, more computer AI (i know if i was some raider, and I attacked a guy wielding a plasma gun and clad in power armor, I wouldn't stand there like an idiot.), so it'd be sort of "strategic", in a sense. Being able to climb on a roof and snipe a mutant foe, or hiding behind a dumpster with an Uzi ready to ambush would make FO3's combat complete. The ability to sneak around SUCCESSFULLY (i.e. if you creep up and knife a guy on the outskirts of town in a back alley, the whole city shouldn't know about it and attack.) and play surprise attacks to your advantage would also be pretty sweet.

Whether its real-time or turn-based isn't really my concern. They both have their ups and downs. If its real-time, then the player should only have to worry about controlling his own character, and hope his squad has enough combat sense to lay down cover-fire, flank enemies, ect..
The drawback of real-time is the fact you'd have to keep up with your mutant posse and make sure they're alright, as well as kill foes and stay alive at the same time. Chems could really show up on real-time, as some characters would be moving faster than others, or punching a lot faster/harder. Turn-based allows more time to fight, and is a bit more relaxing because you get to take your sweet time and plotting out your combat plan, but you can't do a lot of things with it. I have no real preference on real-time or turn-based. However, if it were real-time, then you could probably make a multiplayer mod for FO3...which would be kinda cool. You could also do vehicle combat with real-time (a la Mad Max), and battle it out with a couple of punks demolition-derby style.

As for equipment, you should be forced to maintain your gear (with tool-kits and such) in order to keep it from being ruined by the wear-and-tear of survival in the wasteland. If you took out a military base full of mutants, got shot sixty times by laser rifles and rocket launchers, and the only "repairing" you needed was applying a super-stimpak or two, it's sort of corny. If you've been constantly using a gun for months straight, you should clean it and repair it, and it should jam if you don't. Armor-class should go down until you repair your protective attire, and then it should return back to normal, and firearms should lose accuracy and speed if they're not properly maintained (just like real guns and armor.) There also needs to be more attachments to weapons. Laser-sights (enhanced accuracy, especially during night), silencers (to aid in stealth), scopes (long-range accuracy), barrel extentions (long-range accuracy), bipods (additional accuracy while laying down) need to be included.

Get a lot more weapons, some pump-action shotguns, more knives, more blunt trauma-inflicting toys, ect., and we'd be pretty much set.
